Portugal is Guinea-Bissau's largest aid donor. Balance of payments support is critical to the economy. Export earnings rarely top $20 million and import and debt service costs are over $100 million. Donors, however, have largely frozen support since 1991 because of Guinea-Bissau's World Bank arrears. Although now virtually bankrupt, the government has pushed ahead with economic reforms begun in the mid-1980s in the hope of restoring aid credits. The infrastructure, education and health- care are the main targets of project aid.
